COLUMBIA, SC – Congressman James E. Clyburn announces the City of Charleston will receive a $7 million Rebuilding American Infrastructure with Sustainability and Equality (RAISE) planning grant through the U.S. Department of Transportation for the Lowcountry Lowline project.
